How do you have powers from what I have to believe is supposed to be heaven, and those powers do not extend to heaven?

How can evil just go where it wants to go? How is it that Gelly, who has had the Counter’s abilities for all of maybe a month, has been able to unlock all of these hidden features and and all the actual Counters, who have had their abilities for years are still on level one? How did Gelly figure out how to erase the memories for So Mun’s abilities? How is it that evil can just lolligag on the 123rd floor but good just taps out. HOW?
